APA-NJ Bylaw Amendment Ballot
Voting Deadline is August 1st

The Executive Committee of the New Jersey Chapter of the American Planning Association puts forward these bylaw amendments for its members’ consideration. Due to the substantive nature of the amendments, the Executive Committee has opted to propose a new edition of the bylaws rather than confuse the situation with extensive track changes on the document. Accordingly, both the proposed and current bylaws are posted for review and comparison on the Chapter's website.

The amendments put forward for your review include the following:

  • The first objective of the amendments was to improve the readability of the bylaws. The bylaws now include a table of contents and have a more logical flow.
  • Second, the amendments represent a major restructuring of the Executive Committee. Currently, there are a significant number of non-elected voting members on the Executive Committee, including committee chairs, the newsletter editor, professional development officers and student representatives. The restructured Executive Committee redistributes some of these duties to elected offices, leaving the professional development officers and the student representative the only voting Executive Committee members not elected by the full membership. The amendments also better define the duties of the Executive Committee officers, and represent a more efficient distribution of workload.
  • Finally, the amendments include new guidelines regarding financial management, something lacking in the current bylaws.

Other than the substantive amendments described above, the intent of the bylaws and the procedural workings of the organization are not significantly amended by the proposed new bylaws. The APA New Jersey Executive Committee put a great deal of thought and effort into the proposed bylaws, and hopes you will support our efforts to increase efficiency.

2008 APA-NJ Conference Certificate Maintenance (CM) Reporting

At long last, the APA-NJ Annual Conference is up on the AICP CM website for you to report!

We have been notified that some people are having problems seeing the second and third pages of conference sessions. To rectify this problem, you have to adjust your monitor to a higher resolution. To do so, right click on your desktop, select properties, then settings—change the resolution to at least 1152 pixels.

Also, a reminder that the Law and Ethics courses may not show up as such in your credit log—your log will show credits for the courses, but they will not register in the law/ethics tally. AICP promises that when they fix the problem on their end, it will automatically be up-dated in your log.

NEW JERSEY’S RESPONSE TO GLOBAL WARMING

The State, late in 2008, released an Energy Master Plan and implementation Recommendation Report in response to Governor Corzine’s Executive Order 54 and the passage of the Global Warming Response Act of 2007. The Act calls for greenhouse gas reductions to 1990 levels by 2020, and 80 percent below 2006 levels by 2050. The Recommendation Report, whose comment period ended January 23rd, puts forth short, medium and long-range strategies and targets to meet these goals. While many of the strategies include tangible, scientific reductions in greenhouse gas (GHG) production (e.g. low/zero emission vehicles), the report also includes a set of somewhat less tangible Land Use and Transportation Planning strategies. From a planner’s standpoint, however, these recommendations are not sufficient.

State Planning Commission New Rules

The State Planning Commission has adopted new rules regarding plan endorsement and has proposed concurrent amendments to these rules. Both are published in the April 20, 2009 New Jersey Register and are attached for your reference. The published rule adoption includes comments submitted to the Office of Smart Growth and agency responses.
